海盐中国核电城，秦山核电基地所在地，中国大陆核电从这里起步。2010年3月8日，浙江省人民政府与中国核工业集团公司签署战略合作会谈纪要，在浙江省海盐县共建中国核电城。中国核电城总体定位为“一城三区”：核电科技城、国内核电服务核心区、国内核电辅助设备制造集聚区、国内核能安全利用示范区。2019年1月18日，海盐县政府设立“海盐县核电产业发展服务局”，是浙江省唯一一个服务核电产业的专业机构，专职推动中国核电城建设。2020年12月26日，海盐县政府与秦山核电条订《关于进一步深化合作，打造企地共融、高质量发展的“全国样本”战略合作协议”》，双方在中国核电城携手共建清洁能源示范基地、同位素生产基地、核工业大数据基地、核电人才培养基地等四大基地。

30多年来，海盐坚持走支持核电、服务核电道路不动摇，坚持发展核电关联产业理念不动摇，坚持建设中国核电城信念不动摇，努力将海盐建设成为全国核电与地方融合发展的典范之地，成功走出了一条“接轨核电，建设中国核电城，发展核电关联产业”特色发展之路。

十四五期间，海盐县将加快发展核技术应用（同位素）产业、核电生产性服务业、核电装备制造业、核电数字信息产业、核电文化旅游产业，高质量推进核电关联及核技术应用产业集群发展，为“碳达峰、碳中和”“健康中国”等国家战略贡献力量。

Haiyan China Nuclear Power City, where Qinshan Nuclear Power Base is located, is the starting point for nuclear power in mainland China. On March 8th, 2010, the People's Government of Zhejiang Province and China National Nuclear Corporation signed the minutes of strategic cooperation talks to jointly build China Nuclear Power City in Haiyan County, Zhejiang Province. China Nuclear Power City is generally positioned as "one city and three zones": nuclear power science and technology city, domestic nuclear power service core zone, domestic nuclear power auxiliary equipment manufacturing cluster zone, and domestic nuclear power safety utilization demonstration zone. On January 18th, 2019, Haiyan County Government set up the "Haiyan County Nuclear Power Industry Development Service Bureau", which is the only professional organization serving the nuclear power industry in Zhejiang Province, dedicated to promoting the construction of China's nuclear power city. On December 26th, 2020, Haiyan County Government and Qinshan Nuclear Power signed the "National Sample" Strategic Cooperation Agreement on Further Deepening Cooperation, Building Enterprise Land Integration and High quality Development ", and the two sides worked together to build four major bases in China Nuclear Power City, including clean energy demonstration base, isotope production base, nuclear industry big data base, and nuclear power talent training base.

For more than 30 years, Haiyan has unswervingly adhered to the path of supporting nuclear power and serving nuclear power, unswervingly adhered to the concept of developing nuclear power related industries, unswervingly adhered to the belief of building a Chinese nuclear power city, and worked hard to build Haiyan into a model place for the integrated development of national nuclear power and local nuclear power. It has successfully embarked on a characteristic development path of "connecting nuclear power, building a Chinese nuclear power city, and developing nuclear power related industries".

During the 14th Five Year Plan period, Haiyan County will accelerate the development of nuclear technology application (isotope) industry, nuclear power productive service industry, nuclear power equipment manufacturing industry, nuclear power digital information industry, nuclear power cultural tourism industry, high-quality promote the development of nuclear power connection and nuclear technology application industry cluster, and contribute to national strategies such as"Emission Peak, Carbon Neutrality" and "Healthy China".
