上海市核电办公室，前身是上海市“728工程”领导小组办公室，1986年经上海市政府批准正式更名为上海市核电办公室（以下简称“市核电办”）。作为上海市政府发展核电产业的专职管理部门，目前主要承担核电产业的规划编制、核电项目的协调管理、核电事业的培训交流和信息发布等工作职能。

55年来，市核电办始终坚持以科技创新引领核电产业高质量发展，不断推动上海实现从二代、二代改进、三代到四代核电技术的跨越。当前，上海已发展成为国内核电技术研发、工程设计、设备制造、工程承包、建设安装、运维服务等功能最集聚、产业链最完善的地区。

展望“十五五”，市核电办将在市经信两委的坚强领导下，秉持“敬业奉献、服务核电，同心聚力、发展核电”的精神理念，进一步加强党建引领，推进落实《上海核电产业高质量发展行动方案（2024-2027年）》，推动构建上海核电现代化产业体系，加快形成新质生产力，全力打响“上海核电”品牌，打造国内领先和具有国际影响力的核电产业发展“五个中心”（核能技术创新中心、核电装备成套中心、核电工程建设中心、核电运维服务中心和国际合作交流中心），为推进上海核电产业高质量发展，实现核电强国梦贡献上海智慧和力量。

Shanghai Municipal Nuclear Power Office，successor of Shanghai 728 Project Leading Group Office, was offically renamed as the Shanghai Municipal Nuclear Power Office (hereinafter referred to as the “Office”) which was approved by Shanghai Municipal Government in 1986. As the dedicated management department of the Shanghai Municipal Government for the development of the nuclear power industry, the Office is now responsible for the planning of the nuclear power industry, the coordination and management of nuclear power projects, the training and exchange of the nuclear power industry and the release of information, etc.

For 55 years, the Office has upheld the principle of leveraging scientific and technological innovation to steer the high-quality development of nuclear industry,and has continuously promoted Shanghai to achieve the leap from II generation, to II generation improvement, III generation, IV generation nuclear power technology.Now, Shanghai has become an area with the most concentrated functions and the most complete industrial chain in China in nuclear power technology research and development, engineering design, equipment manufacturing, engineering contracting, construction and installation, operation and maintenance services.

Looking ahead to the 15th Five-Year Plan Period, the Office will, under the strong leadership of the Municipal Economic and Information Commissions, uphold the spirit of “dedicated to service and the industry, and make concerted effort for the development of nuclear power”, further strengthen the leadership of the Party, promote the implementation of the Action Plan for High-quality Development of Shanghai Nuclear Power Industry (2024-2027), promote the construction of a modern nuclear power industrial system in Shanghai, and accelerate the formation of new quality productive forces, make every effort to promote the “Shanghai Nuclear Power” brand and build a leading and internationally influential “five centres” for the development of the nuclear power industry (nuclear energy industry technology innovation centre, nuclear power equipment set centre, nuclear power operation and maintenance centre, nuclear power engineering centre and international cooperation and exchange centre), contributing to the high-quality development of Shanghai’s nuclear power industry and realizing the dream of a strong nuclear power nation.
